Functioning of Sports Department
To streamline the functioning and to bring more efficiency
in the work of the Sports Department a single file system
shall be extended with immediate effect with the allocation
of work in the three sections of the whole office work of
the department as per details given below:-
ESTABLISHMENT BRANCH
SUPERINTENDENT (HEAD OF BRANCH)
Establishment Assistant-I:
- To deal with the appointments, postings and transfers
of all the Establishment Class-I,II,III and IV both Ministerial
and non-ministerial including SAI Coaches.
- Maintenance of service record in accordance with the rules.
- All cases relating to promotions, of all the employees.
- Preparation of Recruitment Rules of Group-A, B, C &
D, amendments in rules etc.
- To prepare retirement and pension cases of Class-I &
II.
- To handle all court cases of Establishment, departmental
inquiries and disciplinary proceedings relating to service
rules.
- Fixation of pay on promotion, revision, grant of annual
increment and Proficiency Step-up etc. of Group-A &
B as per Govt. instructions from time to time.
- To maintain upto date all types of leave record of Class
I & II and deal with the cases relating to grant of
leave to above class.
- To obtain and issue sanctions of TA and LTC of Class-I
& II employee.
- To prepare promotional and Recruitment Roster of Class-I
& II according to instructions issued by the Govt. from
time to time.
- All other Misc. matters relating to service rules applicable
to Govt. instructions issued from time to time.
- To keep upto date record of Administrative instructions
and amendments in the rules from time to time.
- To deal with Rajya Sabha Unstirred Questions.
- All matters relating to compassionate appointments of
all employees of the department and grant of Ex-gratia etc.
- To deal with cases relating to Senior Officer's Conference.
- To deal with the cases of seniority of all the employees
of Sports Department.
Establishment Assistant-II
- Maintenance of Service Book of Group A,B,C D employee
of the department.
- To deal with all kinds of leave of Class-III & IV
employees of department and to maintain upto date record.
- To deal with the cases of medical reimbursement and related
to grant of medical allowance etc. to the employees.
- To deal with the cases relating to services of Coaches
spare on demand of various Associations from time to time.
- To prepare promotional and recruitment roster of Class-III
& IV employees including reservation roster for Physically
Handicapped.
- To file quarterly Employment return of the Sports Department
regularly to the Employment Officer.
- To deal with the cases of Economic Census of the employees.
- To handle the court case relating to Daily Wage/Part-time
employees etc.
- Fixation of pay on promotion, revision, grant of annual
increment and Proficiency step-up etc. of Group-C &
D as per Govt. instructions from time to time.
- To prepare retirement and pension cases of Class-III &
IV.
- To maintain the service record and Administrative Instructions
and amendments in the rules from time to time.
- To obtain and issue sanctions TA and LTC of Class-III
& IV.
- To deal with Lok Sabha Unstarred Questions.
- To deal with cases relating to Advisory Council and any
other council of the Administration.
Establishment Assistant-IV
- Booking of Sports Stadias
- To deal with booking charges of Stadias.
- To deal with the membership fee of all the Coaching Centres.
- Duties of Coaches and Staff for various camps/ tournaments
/ championships.
- All computer work of Establishment Branch.
- Maintenance of record of ACRs of all the Officers/ officials
of the department.
- Maintenance of record of stationery.
Clerk-cum-Record Keeper (1)
- Record Keeper of all three Assistants of the Establishment
Branch.
Clerk (1)
- To attend all typing work of the Establishment Branch.
Diary & Despatch Clerk (1)
- Diary & Despatch of daily dak of sports Department.
II. ACCOUNTS BRANCH
SECTION OFFICER (SAS) (Head of Branch)
Accounts Assistant-I
- Drafting of Annual Plan and Five Year Plan.
- Drafting of Special Component Plan.
- To deal with sanction of all types of Loan and Advances
of the employees of the department.
- Maintenance of G.P.F. Accounts of all Class-IV employees
and issue of Annual Statement thereof.
- Correspondence with Accountant General regarding Audit
and Settlement of outstanding Audit Paras.
- Maintenance eof Staff Car/Gypsy/Road Roller, Tractor etc.
and putting up sanction of Petrol/Diesel of these vehicles.
- Deployment of Staff Car/Gypsy etc. to other departments
in requisition.
- Condemnation of vehicles, furniture and unserviceable
sports equipment other articles of the department.
- To deal with all cases of outstanding loans of all the
employees taken from various Banks/Financial Institutions.
- Maintenance of Group Insurance Scheme Register and payments
thereof of all the concerned employees.
- Collection of G.P.F. statements of all the employees from
the A.G. (U.T.) and their distribution.
- To obtain the annotated reply of the Audit Paras from
the quarter concerned and settlement of the same in consultation
with the A.G.
- Grant-in-aid to Chandigarh Sports Council.
- To deal with the proposals of constitution of Condemnation
and Auction Committee.
- Any other Misc. work directly allotted to him by the Branch
Incharge.
Accounts Assistant-II
- To work as Cashier of the Department.
- Drawl of all types of bills and distribution thereof.
- Reconciliation of account of receipts and expenditure
with the A.G., U.T., Chandigarh.
- To receive all receipts, booking charges and other income
of the department and deposit the same in the Govt. Treasury
daily.
- To maintain Cash Book as per financial rules and maintain
the accounts of all expenditure and receipts of the department.
- To assist audit party during the Annual Audit by A.G.
- To maintain record of all bills, Cash Book and receipt
book etc. etc.
- To prepare of Annual Budget and revised estimates i.e.
8th Monthly, 10th Monthly statements.
- To prepare and submit the monthly as well as quarterly
statement to the quarter concerned in respect of receipts
and expenditure of the department.
- To submit the Cash Book daily to the Section Officer for
cross checking and get the same verified from D.D.O.
- Payment of all types of water, electricity, telephone,
petrol/diesel of all the centres and department bills well
in time to avoid damage.
- To make refunds all kind of deposit.
- Any other work directly allocated to him by the Branch
Incahrge.
Accounts Assistant-III
- To deal with the cases of calculation of Income Tax of
all the employees and proportionate deduction from their
salary.
- Preparation of pay bills of all the employees.
- All kinds of Contingency Bills.
- To deal with the cases relating to sanction of water,
electricity, telephone and advertisement bills.
- All kinds of Arrear Bills relating to Pay and Allowances
of the employees.
- All kinds of bills for the payment of part-time workers
of the department.
- Preparation of Form No. 16 and submission of Annual Return
to Income Tax Department.
- Preparation of Salary Slips of all the employees and their
distribution thereof.
- Preparation of consolidated Pay and Allowances statement
of the employees and their distribution for Income Tax Calculation.
- To deal with Pay & Allowances quarterly statements
of all the employees and submit the same to the quarter
concerned regularly.
- Any other work assigned by the Branch Incharge.
- Accounts Assistant-IV (Transferred / shifted from Establishment
Branch EA-IV to Accounts Branch alongwith whole office work)
- To deal with cases of all projects of Sports Department
and prepare detailed proposals for obtaining Administrative
Approval and issue the same.
- To deal with the cases of lease out sports centres and
to prepare Agreements and Deed for its execution as and
when required.
- Allotment of office accommodation to different Associations
in different stadiums on rental basis or free of cost whatever
the case may be.
- To make proposals on the basis of demands from Managers/Supervisors/Coaches
for the maintenance, upkeep and modernization of Sports
stadias.
- Issue of all stores and maintenance of receipt and issue
of all articles.
- To deal with cases for obtaining matching grants from
Govt. of India for various sports development schemes including
grants for rural schemes.
- To deal with all cases regarding all types of maintenance
for all the sports stadia to remain them upkeep and sports
worthy.
- To maintain the complete record regarding Capital Project
work of the department.
- To deal with cases of fresh proposals regarding construction
of new sports infrastructures as per approved schemes in
the Annual Plan every year.
- To keep upto date expenditure of Capital Head and re-conciliation
with the Engineering Department.
- Care-taking of the Building of the Directorate.
- All matter relating to Free and paid stationery from Govt.
Press for Directorate.
- Any other matter relating to maintenance, construction
and proposals of Projects.
- To deal with the cases of OTA of all the employees.
- Any other work directly allocated to him by the Branch
Incharge.
Clerk-cum-Record Keeper (1)
- To maintain all record files, register etc. relating to
the work distributed among all the Assistants of the Branch.
Clerk (1)
- To attend all type work of the Section.
DSO/SPORTS DEVELOPMENT BRANCH
SUPERINTENDENT (Head of Branch)
Dealing Assistant-I (Store-Assistant)
- To deal with proposals for obtaining sanctions of competent
authority for the purchase of sports equipment/all other
articles etc. on the basis of demand from Managers/Supervisors/Coaches
and other employees.
- To deal with the purchase of furniture repair of tools
of Sports Centres and sanction thereof.
- Purchase and issue of required Mustard Oil, Soap and Uniform
to all eligible employees of the Department.
- To deal with proper maintenance of stock and issue register.
- To deal with all purchases pertaining to Chandigarh Football
and Hockey Academy.
- To deal with periodical cross checking of all equipments/articles
issued to the Coaches/Managers/Supervisors with their stock
register.
- Maintenance of head-wise account of expenditure for the
purchases.
- To assist the Inspection Party in respect of verification
of Store and Stock of Sports Stadias/Centres.
- To handle all the cases relating to purchases in accordance
with the provisions of G.F.R.
- Any other work directly allocated to him by the Branch
Incharge.
- To handle the proposal for constitution of various Purchase
Committees.
Dealing Assistant-II
- To handle Camps & Tournaments.
- To deal with the cases of issue and sanctions of Camps
of various disciplines to be organized by various Associations
on account of their participation in National, North Zone
etc.
- To deal with all the cases for organizing all tournaments/Championships
like All India, State, Inter-Zone, Rural Sports, State Rural
and Inter-State Tournaments.
- To maintain upto date data of outstanding sportsmen/women.
- To deal with the organization State Games for Chandigarh
State Team for All India Festival and All India Rural Sports.
- To deal with the Organization of All India Civil Services
and all other tournaments which is to be organized by the
department.
- For the smooth conduct of tournaments/championships, preparation
of duty chart, detailing and allocation of work to various
committees and monitoring thereof.
- To deal with all cases of Sports Wings, allocation of
seats, sanctions for diet and refreshment bills and other
co-related matters.
- To deal with the proposals regarding constitution of screening
committee for Scholarship Applications.
- All other Misc. work relating to Coaching Programme
as well as improvement of stadias etc.
- Any other work directly allocated to him by the Branch
Incharge.
Dealing Assistant-III.
- To deal with the issue of Sports Gradation Certificates
and to compile and maintain the record of the same.
- To deal with the case of formation of Sports Gradation
Policy and removal/inclusion of games and amendments etc.
- Maintenance of tentative coaching schedule of department/SAI
and Chandigarh Sports Council Coaches and its follow-up.
- Submission of Weekly inspection and quarterly Self-assessment
reports of all the coaches.
- Submission of tentative schedules and self-assessment
reports for its consolidation to the Planning and Development
Branch.
- To prepare and give tentative coaching programme to the
Coaches on quarterly, six monthly or yearly basis.
- To monitor the attendance and movement of Coaches/Managers/Supervisors
and other allied staff at various Coaching Centres.
- To organize timely cleanliness and maintenance drives/projects
at various Coaching Centres.
- To deal with the all cases of Monitoring Cell and to handle
monthly, quarterly, quarterly, six monthly and yearly reports
of Coaches.
- Any other work directly allocated to him by the Branch
Incharge.
Clerk-cum-Record Keeper (1)
- To maintain all record files, register etc. relating to
the work distributed among all the Assistants of the Branch.
Clerk (1)
- To attend all type work of the Branch.
All the files of Establishment and Accounts Branch shall
be put up to Joint Director Sports directly by the concerned
Head of Branch whereas the files of the Sports Development
Branch shall be put up to Joint Director Sports which shall
route through the District Sports Officer. Monitoring and
Evaluation Cell and Morning Attendance shall be routed through
D.S.O./Sports Development Office. Incharge Youth Affairs shall
route their files through Establishment Branch.
The work relating to the Home Page and Scholarships shall
be handled by the Senior Scale Stenographer. Regarding Home-page
directly under the Nodal Officer and regarding Scholarship
cases should be routed through DSO/Sports Development Branch.
All the Branch Incharges shall be fully responsible for proper
and complete examine of the cases. It should be examined with
full, references adequately quoted cases, rules decked with
the correspondence files, Admn's directives and direction,
etc. It should be examined as per A.D's note to FD/FS for
approval. Branch Incharge should print the summary of case
with the proposals /versions under rules.
All the relevant files shall be handed over/taken over to
the concerned Record-Keeper immediately so that the work may
not suffer.
